FOR MISSOURI DISPENSARIES

Missouri dispensary POS system and cannabis POS software, compared on Metrc and the two tax rates

The short answer

A Missouri dispensary POS has to report to Metrc, the only seed-to-sale system the state accepts, and run two tax profiles at the counter. Adult-use sales carry a 6% state cannabis tax, the state sales tax and a local tax of up to 3%. Medical sales carry a 4% state medical tax instead. If the connection to the state tracking system drops, state rule 19 CSR 100-1.130 tells the licensee to stop every action that must be tracked and report the failure to the department within three hours. Published POS prices that apply in Missouri start at $240 a month (IndicaOnline) and $349 a month (Cova).

Missouri licenses medical and adult-use sales under the same comprehensive dispensary license, so one register has to serve both kinds of customer all day. The adult-use patron pays the 6% cannabis tax on top of sales tax. The patient pays a separate 4% medical tax. A POS that treats them the same will misreport one of the returns, and in a state that tracks every package in real time, the mistake is visible to the regulator.

The second job is staying open when the connection fails. The Division of Cannabis Regulation expects the register and Metrc to agree on every sale, and the inventory control rule leaves no room for selling through an outage. This page sets out what each rule makes the register do, what the systems cost, and how to test a vendor before you sign. We are a directory for state-licensed dispensaries. We do not sell POS software and take no referral fee from any vendor named here.

Why it works

What a Missouri register has to carry

Metrc is the only door

Missouri requires Metrc for seed-to-sale tracking. The register either reports through the Metrc API or you key sales into Metrc by hand. Ask any vendor to receive a package live and force a sale to fail so you see the error and the retry queue.

Two taxes on one ticket screen

Adult-use customers pay the 6% cannabis tax, state sales tax and a local tax of up to 3%. Medical patients pay the 4% medical tax. The tax profile has to follow the customer type, not the product.

Limits per transaction and per month

Adult-use buyers may take up to 3 ounces of flower per transaction. Medical patients are tracked against a monthly allowance that a physician can raise. The POS needs both rulesets and a patient record that carries the certified amount.

An outage rule with a clock

When the link to the state system fails, the licensee must stop every action that has to be tracked and report the failure to the department within three hours. Ask what your vendor does at minute one of an outage.

Delivery is allowed

Licensed retailers may deliver to patients and consumers. A delivery order is a sale that leaves the building, so the same Metrc package has to move from inventory to a manifest and then to a sale.

Local rules change

Local cannabis tax rates differ by city and county, and Missouri courts changed how they stack in 2025. A multi-store operator needs a tax profile per address that someone actually owns.

How it works

Four steps, in the order that actually pays

1

Ring the same basket twice

Put one flower and one edible on a ticket for an adult-use customer and again for a verified patient. The tax lines should differ, 6% cannabis tax and sales tax in one case and the 4% medical tax in the other.

2

Receive and sell a live Metrc package

Ask the vendor to receive a package from a sandbox manifest and sell part of it. Then force the call to Metrc to fail and watch whether the sale queues, retries or silently disappears.

3

Ask for the outage runbook

Get in writing who calls whom in the first hour, how your team documents the failure, and what the register does while Metrc is down. The rule gives you three hours to report.

4

Price the whole first year

Software, hardware per register, setup, Metrc integration and payments as separate lines, plus Metrc tags. Anchor quote-only vendors against the published cards on this page before you negotiate.

Does Missouri use Metrc?

Yes. Missouri requires Metrc for seed-to-sale tracking and the state expects real-time reporting. Third-party providers connect through the Metrc API, which is how a POS passes each sale to the state. Tags are bought directly from Metrc Missouri, at $0.25 per package tag and $0.45 per plant tag according to Distru's Missouri guide.

Every POS marketing to Missouri says it integrates with Metrc, so the claim alone does not separate them. Receive a package live, sell half of it, then adjust it and see whether Metrc shows the same balance as the register. Our page on cannabis inventory software and Metrc cost by state covers the tracking layer in more detail.

What is the cannabis tax in Missouri?

Adult-use purchases pay a 6% state cannabis tax and the state sales tax of 4.225%, plus local sales tax and a local cannabis tax of up to 3%, which IndicaOnline puts at roughly 13% to 18% in total. Medical patients pay a 4% state medical cannabis tax and are exempt from the 6% adult-use tax. IndicaOnline also reports that the Missouri Supreme Court ruled in July 2025 that the 3% local cannabis tax cannot be stacked across governments, so only the city, or the county in unincorporated areas, may levy it.

The practical point for a register is that the rate depends on both customer type and address. A store near a city line, or an operator with locations in two jurisdictions, needs a tax table per store, with someone who owns the job of updating it. Ask each vendor who changes a rate, how it is logged, and whether a historical sale keeps the rate it was charged at.

What happens if the POS loses its connection to Metrc?

Under 19 CSR 100-1.130, a licensee that loses the connection between its seed-to-sale system and the statewide track and trace system must cease all actions that are required to be tracked, and must report the failure to the department within three hours. After the system is restored, the licensee confirms all inventory and tracking.

That makes the outage behavior of a POS a compliance feature, not a convenience. Ask the vendor whether the register blocks tracked sales during a failure or queues them, how it timestamps the start of the outage so you can report it, and how it reconciles inventory afterward. A vendor that cannot answer in a sentence has not been through one.

How much is a POS system for a dispensary in Missouri?

About $240 to $1,000 a month per location for software, because no vendor publishes a Missouri price and the national cards apply. On published prices, IndicaOnline Core is $240 a month billed annually or $300 billed monthly with two POS licenses, and Cova's Boutique tier covers two workstations at $349 a month with Cova Pay or $389 without. Third parties report Flowhub at $399 to $499 a month, BLAZE from about $500 a month, and Dutchie at $499 to $1,000 a month per location.

For a two-register store that is roughly $2,900 to $12,000 a year in software. Hardware adds $1,000 to $3,500 per register, and payment processing comes on top. Our page on dispensary POS hardware cost itemizes the register, and cannabis POS pricing lists every published and reported price with who published it.

Which POS is best for a Missouri dispensary?

The one that passes the two-customer basket and the outage question at a price you can check. Cova publishes a Missouri page and a Missouri case study, and IndicaOnline publishes a Missouri market page, both of them vendor material. On published prices, IndicaOnline has the lowest entry point and Cova has flat tiers by workstation with no per-user meter. Flowhub, BLAZE and Dutchie quote after a demo, and Dutchie leads where online ordering and delivery drive sales.

Run the four steps on this page with each shortlisted vendor, then compare the full field on our cannabis POS comparison. Getting found is the other half. A claimed listing on a licensed-only directory puts the menu, hours and deals in front of adults searching nearby, and ours is $99 a month, published, on our list your dispensary page.

Questions to ask a Missouri POS vendor before you sign

Ring the same basket for an adult-use customer and a patient and check each tax line. Receive a Metrc package live and force a failed sale. Ask for the outage runbook and the timestamp the register keeps for the three hour report. Ask how a 30 day medical allowance is tracked per patient. Ask for the monthly tax figures your accountant needs, by location and by tax. Then ask for software, hardware, setup and payments as separate lines with the renewal terms attached.

If you are switching rather than buying for the first time, plan the cutover around a full physical count reconciled to Metrc on both sides of the move. Our guide to switching dispensary POS systems covers the sequence.
